Can't get passed End user agreement after hard reset.

Hi, I did a hard reset on a Galaxy Tab 3 (SM-T210R) running Android 4.1 and now I can't complete the setup. When I agree to the terms and click next I get a ''Unfortunately Samsung account has stopped'' message. All solutions I found online seem to be linked with Samsungs FRP however, that assumes that I can get to the Google account portion which I can't. I tried connecting to Kies and Smart Switch to update but both give me the same error ''no response from server''. Any suggestions ?
