[Q] Writing to /mnt/extSdCard memory

I've got a Samsung Galaxy Tab 2 7.0 running Jellybean 4.2.2 and apps can't seem to write the external plug-in SD card. Lots of info out there (spent days researching), but most of it is years old but I tried the most recent anyway with instructions from youtube "NevcNYfhKRs" (sorry, it won't let me post URLs) being the latest to get the device rooted.

I rooted the device and ran the Kitkat External SD app and it seems to run (even tho I'm on Jellybean), it says the device is rooted, but I can't create a new folder on the /mnt/extSdCard folder, says "Error" and "Fail to create", but I can read the SD memory chip just fine. The memory does appear in Settings|Storage|SD card.

In some places I've seen that the /system/etc/permissions/platform.xml file needs to be modified but mine already looks like what it's supposed to look like:
<permission name="android.permission.WRITE_EXTERNAL_STORAGE" >
<group gid="sdcard_rw" />
<group gid="media_rw" />
</permission>
<permission name="android.permission.WRITE_MEDIA_STORAGE" >
<group gid="media_rw" />
</permission>

Anybody know how to make it so apps can write to that memory?
