custom rom vs kiosk mode?


It's kind of newbie question.

for a project, i'll have android tablets from china, where initially i wanted to put custom ROM, so that the tablet boot into my default app. Since i have to pay for this development i figured out it's a bit expensive for me.

Then i learned about android kiosk mode, since the tablet comes with original android 4.4.2, i was advised to use kiosk mode on default ROM. which would be cost effective.

i need your expert opinion; which option should i choose?

here is little description:

my app would not need any camera, bluetooth, playstore, other default apps, so i want that tablet should boot up in my default app (it's like resultant system, where user can only use wifi setup and default app only)

i would appreciate your advise on any of the options, or if there are better options please let me know.

Please let me know, if you have experience with some good hardware vendor.
