Keep getting hacked, need help.

Ok, so here's the deal, I used to work at the VA and was a whistleblower concerning alot of corruption. When I had an Iphone, it was hacked (which apple claimed was impossible) using software called "purplebuddy". Now I have Android devices and a comcast router/gateway. Although I changed the admin password, did mac filtering, the router software got changed I am on my 3rd router. I did some packet captures and the IP is from a company called marks monitoring inc. using Version as a carrier. What is the best way to protect myself? The ppl doing this are pushing a fake copy of Google apps which I disabled. My ex-director worked for the FBI previously and I would think that the feds and/or state is involved. The local police were no help.(of course). I'm thinking a firewall or encryption of some kind.. Is there any encryption that hasn't been broken by the feds? These guys are good and have thus far blown past every security measure that I throw at them so any suggestions would be appreciated esp. encryption....
